Serap D. Rada, Ph.D., is director of the Hubert H. Humphrey Fellowship Program at the University of Maryland. In March 2017, Rada also took over duties as the assistant director, graduate studies for Merrill College.

Previously, Serap was the Director of Global Communities, a living-learning program on campus dedicated to enhancing inter-cultural communication. She also taught in the Department of Government and Politics at the University of Maryland and worked as a private consultant before joining the Humphrey Program.

She conducted research as a Fulbright Fellow in Istanbul, Turkey, and as a National Science Foundation Fellow in South Korea. Her dissertation is “State Intervention in the Economy: Institutional Aspects of Incentive Regimes in Turkey and South Korea.”
